Who is responsible for my fall in an apartment complex?

I fell on ice/snow in the parking lot of my apartment complex. I fractured my elbow. I was going to my car and fell right at the door of my car. I was parked in a handicap spot. The complex says it's the snow removal company's issue and they say it's the complex's issue. What can I do? The spot was not cleaned properly. Thank you for any advice you can give me.
