More details to this question:
"I was parked facing forward in a parking spot. A car passed me. I looked left and right and proceeded to turn right out of the parking spot. The car that had passed me noticed a car pulling out of a spot a few spots down and drove past her/him a bit. I was half way out of my spot when I noticed her backing up to let the car out so she could take the spot. I honked several times but she did not hear and backed right into the front passenger side of my car. Please advise who would be at fault."

It sound as if the other driver was at fault but the insurance companies will have to make a final decision unless you take this matter to court. Good luck with this matter.
