A ROOSTER AS A EMOTIONAL SERVICE ANIMAL

TENANTS ACROSS THE STREET FROM ME HAVE A ROOSTER AND A LOT OF CHICKENS .WELL THE ROOSTER CROWS AT ALL HOURS OF THE DAY .MYSELF AND A COUPLE OTHER PEOPLE IN THE AREA ARE TIRED OF THE CROWING .THE POLICE HAVE BEEN CALLED A DOZEN TIMES ,AS WELL AS ST PETERSBURG CODE ENFORCEMENT .THE TENANTS PUT A LETTER ON THE DOOR THAT MORNING THAT THE POLICE WERE GOING TO GIVE THEM A CITATION .SO NOW THEY SAID THAT THERE HANDS ARE TIED ,BECAUSE OF THE DOCTORS LETTER .THE BOY IS A PARA PELEGIC 14 YRS OLD .WE ARE SICK AND TIRED OF THE DAM ROOSTER CROWING ,CAN ANYTHING BE DONE .ON THIS NUISANCETO THE NEIGHBORHOOD

Roosters cannot be "service" animals under the ADA. This sounds like a bogus ESA claim with a rent a doc online or a physician callously handing out such letters. Your remedy would be to sue the LL and the tenant for the nusiance enforcement. This would involve some significant litigation expense and you would need to retain a lawyer to pursue a lawsuit properly.
