alleged contractor doing poor quality

we bought a home which had been "renovated" and after we moved in, found that many of the updates are done wrong, some even affecting my health. The tile is all coming up and breaking, they installed the carpets before they did the drywall and all the dust is still in the carpet after a year of intense vacuuming, the drawer faces are falling off, the gutters are rotting and other things. The wiring may be hazardous as well. It turns out he is not a contractor as he claimed and he did not hire licensed contractors or pull permits to do the work on this house. What is our recourse against the man who did the work? I don't know if this falls under Consumer Fraud, Product Liability, Real Estate issues or what, so I will guess Real Estate. if not, lease correct for my lack of knowledge.
