Broken promises and rent

More details to this question:
I was told by the management of the mobile home park that they would install a rain gutter on my trailer if I moved in. This was a year ago, and my calls are now bring ignored. What can I do? Management passed out the rent due bills 2 days before the due date. Is this legal? Park will not keep our road clear during or after snow storms. Isn't this part of our lot rent? I own my trailer and rent the lot. I work the graveyard shift. I am available 9:30 am to 11:30am or after 7:00pm.
