Can I fight a neighbor to take their tree down

More details to this question:
Neighbors tree is hurting my driveway and has bumped it up about an inch from tree roots very close to driveway. Arborist said roots have no where else to go and I’ve complained to city about tree blight for 4 years. This tree is part of the blight

The neighbor is responsible for the tree doing damage to your property.
If they refuse to correct the issue, you would have to sue to get them to take the tree down.
