Can I purchase a home with a IRS lean on it

More details to this question:
The property next to mine has been abanded and is falling down and the owner told me he cant sell it to me becouse the IRS has a lean on it

It is often possible to negotiate a release of a lien for payment at the time of closing.  However, it is important to consult with an attorney, as there may be other liens on the property.
