Can my landlord change locks and remove my property without a eviction?

More details to this question:
My landlord serve me with notice to quit. The next day took upon herself to change locks and remove my property, also put a red tag in my mail box and a sign that reads vacant?

The lockout may very well be illegal and you can sue the landlord for damages. The case is stronger if you have a written lease.
