Can we opt out of HOA?

More details to this question:
At the last homeowners meeting there was a vote to open the By-Laws for amending/additions. The board is accepting suggested regulation changes submitted by mail or e-mail. My question is can I opt out of the association being I use none of the service they provide. My house is on a township road so the association does not plow or repair my road. There is also a dirty lake we do not utilize or visit. So being that these By-laws are being open to make amendments, can we opt out? They are planning on increasing the HOA fee for roads in need of repair. Another reason I'd like to opt out these are roads we don't use.

If your property was conveyed to you subject to the rules in the HOA, then your rights to opt out of the HOA are governed by the HOA documents.  You should review those to determine whether you have a right to withdraw from the HOA.  You probably do not have that right.  The association might be able to let you out.  If it has that ability, I would presume it'll come with a price.
