Do you handle HOA disputes?

More details to this question:
Dispute between homeowners (32) of townhouses about replacement of balconies in all units totaling 106 balconies. It is based on a badly, incomplete, inspection done by an engineering firm hired by our board to carry out the "milestone inspection" required by the state of Florida. We are being rushed into getting this done by the insurance company as they say if it is not done by August of this year we will not be uninsured as a result.
