I have an escrow pending for a garage. The certificate of occupany for the garage has not been obtained as per the date of the escrow agreement. I have having difficulty getting the escrow for the garage. I have no escrow and no certificate of occupancy.

You need to sue the other party, and the escrow agent for the money.
