Executive papers over estate

My mother and I had an verbal agreement. I take care of the back property tax she would sign the deed over to me. When I moved in there were 5 liens on the property . Si I set up an agreement with taxease of Ohio. Unfortunately my mother passes a month before the last payment to taxease was paid.ive paid over 18 000 dollars in back taxes and Noone in my family is disputing owning the property but still I guess has to go through probate court? My problem today is this. My watergot shut off for delinquent payment. I went to pay it today and they told me ineede executive papers over estate before they will turn it back on? The water bill and all other utilities are in myname and I've been paying all the bills since 2018. Not sure if they are trying to take my home from me or what. This is the first time in 5years the water company and said anything about this?
