My landlord said he was replacing the carpet in two bedrooms where my roommate and I had cats. However, it has been 4 weeks since we moved out and he has still not had the carpets replaced, or even had an estimate done. This is holding up my efforts to collect final utilities from my roommate. I imagine she feels she does not owe since her deposit has not been returned. I want to tell her how her deposit has been spent, but I have no idea since my landlord is putting off the carpet business. I have written to him, but he replies about how he is busy, and "he'll let me know".
Sue him in Small Claims Court. Go to your local General District Court for your county to file the paperwork.
