How I can change title iver on house that was inherited to me brother and sister and have stepfather pay rent (devorced) and still living at house.

Hi My Mom past away Intestate 2010 and I am the Administrator of the Estate and their are two other class A survivirs my brother and sister.I have already closed out the estate and filed the Transfer Inheritance Tax Return. We have a property on which I have a tax waiver filed with the courts and the property was in my mothers name only.(Devorced) My step father was and still is living in the House/Property and I have been letting him pay the property insurance and propertyy taxes in my mothers name still.Now he has someone moved in with him and no longer sends me reciepts for the taxes and insurance he pays. I want top know how I could go about either selling the property or changing it over to me and my brother and sisters name and making my step father pay rent while he is still living their. He does not want to move I live in Caliofornia.And he is not very cooperative. Do I need to sell the property? Or change title to cover our assets?
