I need help with recourse options for residents in my community.

More details to this question:
I live in a townhome community. There is one teenager who lives in one of them who has been accused of trying to steal a cell phone of another homeowner, he rides around like a maniac on a scooter, which isn''t even allowed in my community, and I don''t know what legal recourse we have. I am on the board of the HOA and I''m being asked if I have any ideas of how to handle this. So I''m asking you.

While there are certain remedies which arise out of nuisance, the greatest source for potential remedies for the Association is in your governing documents, namely Covenants Conditions & Restrictions (CC&R's) and Rules and Regulations.  To the extent that laws are being broken, obviously you can report the same to law enforcement.  However you should look to enforce of the restrictions within the community first.
