Is this a discriminatory practice?

More details to this question:
Our HOA has decided to add something to the R&R's that will apply an additional monthly fee for those landlords whose tenants have a dog. This fee will not be applied to onsite owners with dogs, just owners who rent to tenants with dogs. Is this considered discrimination? Thank you.

I doubt that this is discrimination.  But, I also doubt that the HOA has the power to assert this rule without a vote from the owners. You should consult an attorney to review the facts here more deeply to determine if you have claim against your HOA.
