Late fee charges on rent

More details to this question:
I live in HUD housing in the Town of Oyster Bay NY. I have lived in HUD housing for 6 years. My sole income is soc. security. It arrives in the middle of the month. The local HUD office had a cut off date of the 10th for late charges, in the lease. I have paid a couple of hundred dollars in late fees because I have no way of paying rent until I receive my soc. security. They have now changed the date to the 15th. Is there a legal date in NY that they can assess late charges? I want to know if I can recoop any of the late fees I have paid. I have tried contacting the NYS Attorney General and HUD in NYC and have received no return calls. Thank you for any advice

The landlord does not have to adjust the lease to wait for you to get a check.
