Friends house caught on fire electrical problems due to landlord not fixing problems. Fire put out loss everything. Landlord refuses to give security deposit. Currently living in hotel. Daughter had burns a respiratory child.

Depending on the amount of the security deposit, these are most often disputed by filing a small claims case. For more complicated cases lawyers often file them. It's not clear what questions you have.
