My landlord is harassing me.

More details to this question:
I was evicted on June 13th, He wanted me to move back in,I decided not too he has too much drama in his life. He said that I owe him for the rest of the lease. I only owe him $1711.69 the balance of the time of eviction The lease is month to month. He took my security deposit of $2200.00 which he spent and did not put it in an a rent interest account and he turned the water off for 8 days, he actually sawed the pipe apart. he only put it back together when I told him it was illegal.

Based upon what you are saying, the landlord has violated many laws, specifically with regard to the security deposit act as well as other laws that may have created an illegal occupancy by shutting off the water. You have already left the apartment, but you may want to consult with an attorney regarding your rights on the security deposit. If the landlord was not entitled to the full $2,200.00 (I am assuming that you paid the $1,711.69 from the deposit), then he may potentially be liable for double the amount that he unrightfully withheld and possible attorney fees.
