More details to this question:
My husband and sister have co-owned a house left to them by their father in 2012. The house was appraised for $470k in 2014. His sister has no income, a "work from home" job which includes selling toys on ebay (hardly a job) and the living situation is becoming intolerable. We all live in the same house and she refuses to buy out or sell. My husband doesn't want to take her to court but if he has to he will. What is the best approach ? Mediation? If that doesn't work then what? Any help is greatly appreciated. Thank you.

Mediation is generally not going to work unless there is someone you all trust, like a priest.  I would sue, and be willing to compromise.  A court cannot force her to pay rent or expenses.  Your only legal remedy is to force a sale.  But, you can settle a case by agreeing to a formula to pay.
