Prospective Judgment - no repair made

More details to this question:
We share a dirt driveway easement with a neighbor. The neighbor says that they want to pave it and we do not. We went to court. The judge ordered that we pay for the paving when the neighbors do it. It's been a year and a half and they still haven't done the paving. Meanwhile we wanted to sell our house but couldn't because of the prospective judgment.
