Since the complex was build in 1989 there has never been a request to do this. However we have 3 days to complete this action or we will be fined. I'm not against providing them with the document to prove everything is in order, but only for verification. Although, I am against issuing them an actual copy of my documents to keep for there records. Due to ID theft and how easy it would be for someone to steel your vehicle and place a copy of their photo ID over yours. I don't have to explain because I sure you know rest. I'm seeking an answer "is this legal or should I worry and how do I proceed.
Is it illegal? No.
Does the HOA have the authority to demand these documents? Only if the HOA Charter and docs gives them the authority. It is strange that the HOA would now want to enforce the vehicle registration provision. If you fail then you'll soon learn if the HOA has authority to enforce this demand.
Good luck.
