Should I sue my landlord ?

More details to this question:
I have lived in my apartment since February so about 7 months the toilet has not worked since I moved in and neither has the oven, the electricity flickers or just gives out Upstairs he’s also been informed of this. He says I did not inform him but I have the messages between us still showing I did, I asked if he could lower the rent since there is so many problems with it. And he told me no that all of the problems would of been fixed if I told him. The neighbor recently fell through the steps bc how old and rotted the wood is. And the landlord refuses to fix anything. When he came to look at the oven. Only 2 weeks ago so over half a year of us living with not oven( it still doesn’t work ) he had asked my roomate to get inside of it with a lighter.
