Should the apartment complex be held responsible for at least not letting tenants know that they are prone to flooding?

We moved from out of state to an apartment complex in another state. Parking lot flooded during last rain, waist deep water. Both our cars were deemed a total loss. We spoke with the maintenance man and he said the parking lot does flood during storms and we spoke with a tenant who lived in our building a few years ago, and she said the same thing happened to her and flooded her car. There is only one small drain for the entire complex which is located behind the dumpsters. There are no lakes, creeks, etc. nearby.
