Speed Bump Liability

More details to this question:
In our private non-gated subdivision, is our Association liable for damage or injury to people or vehicles caused by speed bumps if they have them installed? The speed bumps are non-reflective and are not lighted at night. The Association is responsible for the roads, signage, and all maintenance.

Potentially, yes, liability might be found, given the cost of paint and signs is cheap compared to a destroyed car, it would make sense to do simple warnings.   If the association was my client, I would tell them the cost of the deductible from the first claim would be cheaper than paint and signage.
