While in a relationship they both signed as co owners of the house on the title. Now that the relationship has soured, one owner is making life a living hell constantly screaming and yelling at the other owner. As of recently she has kicked the other owner out of the house after they had agreed he would buy her out of her half. What can he do?

If the parties cannot agree, then one has to file for a Partition action to force a sale. They can collect "rent" pending the sale and force the other side to pay half of the attorney fees
