unimproved land definition

More details to this question:
I have roughly 3 acres in the mountains. I have drilled a water well, put in septic system and electricity as well as driveways. I do plan on building at some time in the future. I have a motorhome on the property with deck and other amenities. I have been informed that I cannot "camp" on the property longer than 6 months each year. I have also been informed that a "camper" cannot be left on "unimproved" property over 6 months each year. "Campers" can be left on properties with homes. Since I have added utilities and am not "camping" do I have any basis to contest this? From what I can determine, the addition of the well, sewer, driveway, electrical service and septic makez this an improved parcel. In fact, the county increased the valuation due to "the improvements". THANKS.

If you want to stay on the mountain you should consider getting a certificate of occupancy from the county.
