Upgrades on a home

More details to this question:
Seller normally gets 10%. Seller agreed to $3000.00 because i'm going through the Va ,because i'm a vet and also because i'm disabled 70%. Myself and wife put down $7500 to start process then another $3000 for upgrades. Seller said that was fine because you're going to get it back at the closing. Now 4 months later the seller saids they want more money for the rest of the 10% . The seller signed off on the $3000. Also if I don't pay I forfeit the $10,500
