More details to this question:
Electric and telephone poles and wires run through my yard and sometimes I see men working on wires/poles. They don't tell me the reason for doing so. Should they explain what they are doing on my property? The poles and wires seem to connect to other properties. Example: I saw lots of what looked like electric/telephone wire hanging off a pole recently. Many thanks.

assuming they have easements over your property (which they almost certainly do have), they probably don't have to tell you, but, if you call the offices, you might find that they want to cooperate in letting you know what is going on. No certainty, but good luck.
