What are "salvage rights"

More details to this question:
We are trying to buy something from a tenant that no longer is on the premises. The landlord is saying he has "salvage rights" to seize property to pay off back due rent.

I'm not sure exactly what you are asking.     But, it is unlikely that the Landlord has the right to simply come into the property and take personal property of the tenant in an effort to collect unpaid rent.    This would generally be called theft.     Good Luck!
