What can I do if Roommate is Stealing from Me?

More details to this question:
One of my roommates (ROOMATE 1) has been stealing from me since we moved in. My other roommate (ROOMATE 2) lived with Roommate last year in residence - she noticed some things missing, but assumed it was people in our residence building. When things started going missing again this year our first guess was Roommate 1. Things only go missing when roommate 1 is in the house, and when we went home for breaks or Christmas nothing was stolen (no one is coming in the house to steal). I caught her in the act of petty theft (food) and she proceeded to deny it. What are my next steps? The stolen items have accumulated to around ($1000) between roommate 2 and me. I live in Canada not the US, but just need some ideas. Thank you.

I would install a webcam, or keep a computer with a camera on and catch her in the act. Another suggestion is to kick her out after giving her notice if she is on the lease. The police need proof and you do not have that yet. You should not let her get away with it, but you cannot have her arrested without a witness.

You can make a report to the local police and to your landlord. Also, you could sue the roommate in small claims court.
