This is a terrible problem in many areas of the country. You need to read the terms of your lease, and give written notice of the problem to the landlord. Depending on the terms of the lease, you can probably either (i) pay to fix the problem and deduct your expenses from the rent or (ii) give notice that you are going to vacate.
