What rights do HOA''s possess to assess fees above the normal monthly fee without a community vote or input?

My HOA decided the building needed painting ( it looks fine) and without any input from the community assessed a $1300 fee to be paid within a month. I do not have that money just lying around to pay for unneccessary painting. What options do I have to oppose this?
Generally, one should understand that restrictive covenants are contractual in nature. Without reviewing the covenants your specific question can not be properly answered. I'd suggest you try to work out a payment plan with the HOA. The cost associated with hiring a lawyer to pursue this would be prohibitive.
