Who can I hold responsible for damages?

More details to this question:
I live in GA, a couple from California bought the property in front of me. They altered the layout of the land which now makes my ponds flood, causing much damage to my property. This couple has since filed bankruptcy and moved back to California. When it was put on the market, I told the Realtor and asked him relay the info to Freddie mac people because they held the mortgage. They sold the property to a couple that has no idea what had happened before them.

Its sounds like you may have a situation involving a continuing trespass. If water flow onto your property is increased, that can constitute a trespass. If the problem is continuing, then you can sue the current owner who may in turn name the previous owner(s) as co-defendants.
