More details to this question:
the apartment complex allowed 2 rap artist to do a video shoot in the midst of that my windshiel was broken and other dents and dings added to my car. im on oxygen with an apartment full of oxyen tanks i couldnt even get out my door due to them smoking and blocking my exit

You dont relate how the rap artists did the damage nor why? Did you call the police when it occurred? What does the PM for the apartment say?
