Why does escrow need my dad's ss#and death certificate?

More details to this question:
My parents devorced in 1974 and my mom was ordered the house, which she quickly had the grant deed transferred into her name soley. She passed away and willed the home to my 2 brothers and I as sole 1/3 owners separately. We are selling the home and at the last minute they text me, asking for my dad's info for any liens. He hasn't been on deed for 41 years. I live in montana. My brothers live in Ca. I do not understand some of the requests they want me to provide for them. Also, they say that I have to pay an additional 3.3% from my cut because I don't live there? I understand having taxes withheld...but a foreign residents tax too? I thought that was only for non-US citizens!?! I don't trust my brothers. There are too many raised flags so I'm checking things out before I hand over things like my bank acct# and routing#,ss# drivers license number...ect.... Everything that you have described is a normal request.  You haven't described anything that is out of the ordinary for a real estate sales transaction in California. Yes, there is a withholding tax of 3.33% in California of the gross sales amount for residents and nonresidents alike. If you want the escrow company to wire the proceeds to you, they need your bank routing and account numbers.   A statement of information from the title company will ask a lot of personal information from you, such as your ssn# and driver's license number.
