Am I disabled or not?

More details to this question:
I applied for disability. They said they were unable to obtain the two most important medical records so I was denied. I have anxiety and depression. I can't drive because my anxiety causes me to have so many accidents. I couldn't keep a job and now I can't even get one because the few jobs I had didn't last and they were all years ago. I am only 32 but I have been living like an old woman for fifteen years. My husband works alot for a little and sometimes we barely get by. A disability classification would help in many ways. We are always below the poverty line but no one knows why because I am not on some list that would qualify us as worthy of assistance. I also have never worked for long but I was married once before for over 10 years.
