Can a lawyer in Pennsylvania work on a disability case in Kentucky?

My niece got a letter and a $200 check from an attorney from Pennsylvania. This is a disability claim, no forms was signed on her behalf. How can this lawyer take her money without her consent?

I recommend contacting Bar Counsel with the Kentucky Bar Association with a copy of the letter and the check. Bar Counsel can conduct an appropriate investigation.
