can you opt out of social security?

More details to this question:
Several years ago I was told some people were opting out of social security in the gulport area of mississippi. I don't know of any truth to it because I haven't spoken to the person who told me about this for close to 7 years. He said they were withdrawing their money and forfeiting any future use or deposits into the program. Supposedly the lawyers were charging a flat fee deducted from the claim. I was just curious if this is an option and if there is any truth to it. Thank you in advance for any advice/info. Mike
