I owe social security over 24K in over payments

More details to this question:
i have sent them letters and tryed to call them hundreds of time but can not get no response from them. I am the only one in the house hold working with a 7 year old child and can not afforded to pay this and do not know where to turn to for help and if there is such a thing as help

Rather than see your income tax return docked, you can enter into a repayment agreement by which you repay as little as $25/month. It seems odd that you have sent letters and called "hundreds of times" with no response. If you need help, you might try the National Organization of Social Security Claimants Representatives
