is the ssi laws the same as ss for health requirements ?

Im 52 years old and have been receiving ssi disability since 1999 my spouse passed away in 2010 last october i filrd for survivor benefits and was turned down . reason they said i wasnt disabled under ss laws . Is this so ? What can i do ?
