More details to this question:
SSI wants my son to payback close to $40,000.00 as of 2017 when they kept sending him money even though he kept sending in his monthly paystubs & they kept reversing their decision to keep paying him

Work out a repayment plan for the overpayment, perhaps $25/month.  If your son does not, Social Security can deduct from his tax returns.  If he needs a lawyer, he might find one on the website of the National Organization of Social Security Claimants Representatives.
