More details to this question:
My dad had a green card and paid taxes. he reached the age when he could collect his benefits and all was smooth. However , when my mom reached that age, they didn't accept her application. to note, my dad and mom both gave back the green card. i would like to know if there is anything i can do so my mom can claim her benefits.

How old are your parents now? What do you mean they gave their green cards back? Did they become US Citizens? I would need more info in order to properly advise you. Is your father receiving full retirement benefits?
