Are these surcharges being dropped or reduced? I have multiple surcharges over the past 6 years and wondering if there is anything I can do to reduce the debt owed?

When you say "surcharges" do you mean penalties? You can attempt to negotiate the penalties down if you're able to make a payment for the remainder.
