Can Non-Federal Restitution payments be delayed or changed?

More details to this question:
I am presently on Federal Probation until March 2014. My Non-Federal Restitution is presently being paid. After completion of my probation, can my restitution payments be delayed and paid with my S.S. retirement or can the balance be changed to a lower amount?
