More details to this question:
I just learned that the irs can only collect on last 10 years .. my wages is currently being garnished for my taxes.. I received a certificate of release federal tax lien for 2009 2010 2011 2012 ? Does that remove the garnishment? I checked my irs account online I still owe a balance 2013 2014 2015 2016. So I am confused on why I received the certificate?

As you describe it, it appears the 10 year statute of limits on collection has expired for some tax years, but other tax years you owe for are still within the collection statute.
