I have received, just lately, phone calls saying I owe taxes. I believe I have paid all my taxes due and am up to date with paying.

You need to go to the office of the agency that called you. If it was IRS, go to the IRS office. You need to make sure that it was a legitimate phone call.

It is wise to be questioning phone calls that you receive asking for you to pay taxes due, especially if you believe you are up do date on all of your taxes. What agency contacted you? Was it the IRS, the FTB, the BOE? Have you received anything in writing?

You should contact the IRS through the Service Center and check. Hopefully this is not a scam so if you send money you don't want it to be someone else telling you that you owe. Also, with all the mess with the IRS if you truly believe you do not owe, do they have a reason to target you?
