My tax preparer refuses to give me a copy of my tax return. I looked up my transcript online and saw that he stole neatly $2k of my return and didn't put all my dependents,I wondered if he used my dependent for someone else.

The IRS generally won't take tax law violatoin referrals over the phone. The best way to report this is Form-3949-A.
