More details to this question:
I have just been notified that I have a warrant out from the irs and I never got any notification let alone a letter and when I told them they gave me an address completely different than my actual address

To answer this question I will need more information. The IRS does have the authority to secure Arrest Warrants and Search Warrants, but that is done as an investigative technique in criminal tax cases.
