Why can't I claim homestead exemptions for two homes in the same state. My main home is Cobb County, and now Lumpkin County, my parents home I inherited, wants to send me a large tax bill for that house.

You can only have one homestead exemption because you can only have one principal residence. You can take the homestead exemption for your principal residence.
